New navigational structure for WWP site

NB this is not necessarily the actual file hierarchy. The top-level index pages are what you get when you click on the permanently visible navigational button in each area. The second-level items are all visible in drop-down menus (as in CDS site) once you click and hold on that button.

Permanently along the bottom of the page we would also have links for Contact, CDS, and maybe Announcements (but maybe this latter is unnecessary--just needs to be visible on the home page)
